False news often spreads via public groups, or chats, with potentially fatal effects. The picture was mixed overseas. The CBOE Volatility Index, or VIX, has held at a lofty level of more than 30. As the war in Ukraine rages, the messaging app Telegram has emerged as the go-to place for unfiltered live war updates for both Ukrainian refugees and increasingly isolated Russians alike.
