В 2013 году Лавленцев занял пост вице-губернатора Санкт-Петербурга. В его ведении находились вопросы, связанные с ЖКХ, благоустройством и энергетикой. В октябре 2014 года он покинул пост. Затем три года был главным федеральным инспектором по Москве аппарата полпреда президента в ЦФО.
