Принять предложение МИД СССР о целесообразности обмена английского подданного Келли Франка, осужденного за шпионаж против СССР, на находящегося в Англии изменника Родины Токаева Г.А., бывшего старшего офицера СВА в Германии, бежавшего к англичанам в ноябре 1947 года. Поручить МИД СССР начать переговоры с английским посольством по этому вопросу.
