Проголосовать за областной центр можно до 1 декабря. Победителя конкурса по итогам народного голосования определят 12 декабря этого года.
Отметим, в этом году, кроме Южно-Сахалинска в конкурсе принимают участие Владивосток, Владикавказ, Владимир, Вологда, Екатеринбург, Зарайск, Ижевск, Иркутск, Калуга, Кемерово, Кострома, Курск, Мурманск, Нальчик, Омск, Псков, Ростов-на-Дону, Рязань, Смоленск, Сургут, Сыктывкар, Тамбов, Томск, Тула, Чита.
Жители островной столицы также могут проголосовать, для этого следует:
1. Перейти на страницу голосования на платформе обратной связи: vk.cc/cwxymX;
2 . Авторизироваться, используя учетные данные Госуслуг;
3. Сделать свой выбор и проголосовать.
Напомним, в 2024 году культурной столицей России стал Нижний Новгород. В 2025 году этот статус перейдет к Грозному.

In 2014, Pavel Durov fled the country after allies of the Kremlin took control of the social networking site most know just as VK. Russia's intelligence agency had asked Durov to turn over the data of anti-Kremlin protesters. Durov refused to do so. At the start of 2018, the company attempted to launch an Initial Coin Offering (ICO) which would enable it to enable payments (and earn the cash that comes from doing so). The initial signals were promising, especially given Telegram’s user base is already fairly crypto-savvy. It raised an initial tranche of cash – worth more than a billion dollars – to help develop the coin before opening sales to the public. Unfortunately, third-party sales of coins bought in those initial fundraising rounds raised the ire of the SEC, which brought the hammer down on the whole operation. In 2020, officials ordered Telegram to pay a fine of $18.5 million and hand back much of the cash that it had raised. Right now the digital security needs of Russians and Ukrainians are very different, and they lead to very different caveats about how to mitigate the risks associated with using Telegram. For Ukrainians in Ukraine, whose physical safety is at risk because they are in a war zone, digital security is probably not their highest priority. They may value access to news and communication with their loved ones over making sure that all of their communications are encrypted in such a manner that they are indecipherable to Telegram, its employees, or governments with court orders. Groups are also not fully encrypted, end-to-end. This includes private groups. Private groups cannot be seen by other Telegram users, but Telegram itself can see the groups and all of the communications that you have in them. All of the same risks and warnings about channels can be applied to groups. Such instructions could actually endanger people — citizens receive air strike warnings via smartphone alerts.
