Как пояснила первый зампред комитета Госдумы по экономической политике Надежда Школкина, отсутствие этого документа осложняло развитие туризма по железнодорожным дорогам.

У РЖД около десятка туристских поездов, которые прекрасно функционируют. Более того, РЖД - монополист, который на своей инфраструктуре делает, что хочет.
