МВД ранее прогнозировало рост особо тяжких преступлений в 2024 году. При этом среди криминогенных факторов выделяли не только ужесточение санкций, войну в Украине и возвращение с войны заключенных, но и деятельность жен мобилизованных, а также смерть Алексея Навального.
