"Касарни" - казармы цисарских (кайзеровских) солдат австро-венгерской армии. В украинском языке такого слова нет.
Эта доска висит на доме (Сечевый стрельцов, раньше - Артема 24). До революции там были казармы Феодосийского полка. казармы упоминаются в "Белой гвардии" - оттуда выходили Най-Турс и Николка Турбин.
А "сечевые стрельцы" Коновальца там если и были то очень короткое время - так-то их разместили в здании духовной семинарии (сейчас - академия художеств)

A Russian Telegram channel with over 700,000 followers is spreading disinformation about Russia's invasion of Ukraine under the guise of providing "objective information" and fact-checking fake news. Its influence extends beyond the platform, with major Russian publications, government officials, and journalists citing the page's posts. You may recall that, back when Facebook started changing WhatsApp’s terms of service, a number of news outlets reported on, and even recommended, switching to Telegram. Pavel Durov even said that users should delete WhatsApp “unless you are cool with all of your photos and messages becoming public one day.” But Telegram can’t be described as a more-secure version of WhatsApp. Some people used the platform to organize ahead of the storming of the U.S. Capitol in January 2021, and last month Senator Mark Warner sent a letter to Durov urging him to curb Russian information operations on Telegram. Following this, Sebi, in an order passed in January 2022, established that the administrators of a Telegram channel having a large subscriber base enticed the subscribers to act upon recommendations that were circulated by those administrators on the channel, leading to significant price and volume impact in various scrips. The Securities and Exchange Board of India (Sebi) had carried out a similar exercise in 2017 in a matter related to circulation of messages through WhatsApp.
