Многие из принятых законов наделали в городе шума. Например, скандальный закон о КРТ, спешно принятый еще летом 2022 года. Его отмены активисты требуют до сих пор. Или другой «градостроительный» законопроект Беглова, подразумевающий снос 200 зданий ради строительства Большого Смоленского моста, Широтной магистрали скоростного движения и пассажирского терминала высокоскоростной железнодорожной магистрали Москва — Петербург. Также губернатор увеличил резервный фонд до 50 млрд рублей, из которых 13 млн расходов в Смольном никто объяснить не смог.
