Apparently upbeat developments in Russia's discussions with Ukraine helped at least temporarily send investors back into risk assets. Putin added that discussions were happening "almost on a daily basis." Perpetrators of these scams will create a public group on Telegram to promote these investment packages that are usually accompanied by fake testimonies and sometimes advertised as being Shariah-compliant. Interested investors will be asked to directly message the representatives to begin investing in the various investment packages offered. But because group chats and the channel features are not end-to-end encrypted, Galperin said user privacy is potentially under threat. Also in the latest update is the ability for users to create a unique @username from the Settings page, providing others with an easy way to contact them via Search or their t.me/username link without sharing their phone number. The perpetrators use various names to carry out the investment scams. They may also impersonate or clone licensed capital market intermediaries by using the names, logos, credentials, websites and other details of the legitimate entities to promote the illegal schemes.
