وی پیش از انقلاب ۱۳۵۷، دبیرکل کمیته ملی پیکار جهانی با بی‌سوادی (۱۳۵۴-۱۳۵۷) به ریاست محمدرضا پهلوی و معاون وزیر کشور ۱۳۵۳-۱۳۵۴ بود. افخمی بین سال های ۱۳۴۵ تا ۱۳۵۷، استاد علوم سیاسی و تا سال ۱۳۵۳، رئیس دانشکده اقتصاد و علوم سیاسی دانشگاه ملی ایران (دانشگاه شهید بهشتی فعلی) بود.

The Bureau of Labor Statistics' February Consumer Price Index (CPI) this week showed another surge in prices even before Russia escalated its attacks in Ukraine. Pavel Durov was quoted at the time saying that the company was obliged to follow a “legitimate” law of the land. He added that as Apple and Google both follow the law, to violate it would give both platforms a reason to boot the messenger from its stores. "He has kind of an old-school cyber-libertarian world view where technology is there to set you free," Maréchal said. Telegram boasts 500 million users, who share information individually and in groups in relative security. But Telegram's use as a one-way broadcast channel — which followers can join but not reply to — means content from inauthentic accounts can easily reach large, captive and eager audiences.
