В документации указано, что печатное СМИ должно специализироваться на общественно-политической тематике. Недельный тираж издания должен составлять не менее 50 тыс. экземпляров, а периодичность выхода издания — не менее двух раз в неделю. Распространяться издание будет благодаря платной подписке. Цена одного квадратного сантиметра занятой публикациями по госконтракту газетной площади составляет не более 80 рублей.

On February 27th, Durov posted that Channels were becoming a source of unverified information and that the company lacks the ability to check on their veracity. He urged users to be mistrustful of the things shared on Channels, and initially threatened to block the feature in the countries involved for the length of the war, saying that he didn’t want Telegram to be used to aggravate conflict or incite ethnic hatred. Meanwhile, the company which owns Telegram is registered in the British Virgin Islands. The channel appears to be part of the broader information war that has developed following Russia's invasion of Ukraine. The Kremlin has paid Russian TikTok influencers to push propaganda, according to a Vice News investigation, while ProPublica found that fake Russian fact check videos had been viewed over a million times on Telegram.
