🔥 We are pleased to invite you to the launch of the Security Index Yearbook: Global Edition (in English), which will take place on Wednesday, November 20, from 1:00 pm to 3:00 pm in Conference Room VII at the UN Office in Geneva. The event will be held in the format of a roundtable discussion on “Security Index in a New World: What Future for Arms Control?” focusing on the future of arms control, nuclear nonproliferation, and other pressing issues in the context of new global realities.

🍀 Ambassador Gennady Gatilov, Russian Permanent Representative to the UN Office and Other International Organizations in Geneva, will deliver the opening remarks.

⚡️ Dr. Vladimir Orlov, Founding Director of PIR Center, will moderate the discussion, joined by colleagues from UNIDIR, current and former PIR Center staff members, and members of the PIR Center Advisory Board. Ambassadors, representatives of the Geneva-based diplomatic community, and UN experts and staff are warmly invited to participate.

What distinguishes the app from competitors is its use of what's known as channels: Public or private feeds of photos and videos that can be set up by one person or an organization. The channels have become popular with on-the-ground journalists, aid workers and Ukrainian President Volodymyr Zelenskyy, who broadcasts on a Telegram channel. The channels can be followed by an unlimited number of people. Unlike Facebook, Twitter and other popular social networks, there is no advertising on Telegram and the flow of information is not driven by an algorithm. "Like the bombing of the maternity ward in Mariupol," he said, "Even before it hits the news, you see the videos on the Telegram channels." In February 2014, the Ukrainian people ousted pro-Russian president Viktor Yanukovych, prompting Russia to invade and annex the Crimean peninsula. By the start of April, Pavel Durov had given his notice, with TechCrunch saying at the time that the CEO had resisted pressure to suppress pages criticizing the Russian government. Telegram, which does little policing of its content, has also became a hub for Russian propaganda and misinformation. Many pro-Kremlin channels have become popular, alongside accounts of journalists and other independent observers. The channel appears to be part of the broader information war that has developed following Russia's invasion of Ukraine. The Kremlin has paid Russian TikTok influencers to push propaganda, according to a Vice News investigation, while ProPublica found that fake Russian fact check videos had been viewed over a million times on Telegram.
