Дело в том, что разблокировка активов по лицензии предполагает их перевод в другой депозитарий. Однако при этом на одном из этапов они учитываются в НРД. Поэтому приостановка обслуживания активов с участием НРД со стороны Euroclear означает приостановку исполнения лицензий на разблокировку активов.
Активы российских инвесторов были заморожены в Euroclear и Clearstream с весны 2022 года. Евросоюз предусматривал возможность их разблокировать через лицензии от европейских регуляторов.
