In 2018, Russia banned Telegram although it reversed the prohibition two years later. Apparently upbeat developments in Russia's discussions with Ukraine helped at least temporarily send investors back into risk assets. The original Telegram channel has expanded into a web of accounts for different locations, including specific pages made for individual Russian cities. There's also an English-language website, which states it is owned by the people who run the Telegram channels. "He has kind of an old-school cyber-libertarian world view where technology is there to set you free," Maréchal said. "For Telegram, accountability has always been a problem, which is why it was so popular even before the full-scale war with far-right extremists and terrorists from all over the world," she told AFP from her safe house outside the Ukrainian capital.
