12 декабря Совет депутатов назначил врио главы администрации Галину Наумову. В должность она вступила 13 декабря. 16 декабря Совет собрался на внеочередное заседание и назначил врио главы администрации Рыбного Дмитрия Галкина, который с 19 декабря приступил к своим полномочиям. Последние два года Галкин был безработным, а до этого был директором торгово-развлекательного центра в Рязани.
За последние два года в Рыбном сменилось уже шесть мэров: Алексей Полукаров, Галина Михайлицина, Игорь Клюев, Галина Наумова, Юрий Зиновьев и снова Галина Наумова. Галкин стал седьмым.
