Компьютер зачастую распознавал даже плохо читаемый текст. А очевидные замены данных возможны только благодаря наглому ручному вмешательству сотрудников областного избиркома.
Вот пример👆. Избиратель с первыми буквами фио ЧМС и паспортом, заканчивающимся на 4109 пишет дату рождения четко 1986 год. Даже сканер 1999 года выпуска с программным обеспечением того же года в состоянии распознать цифру 6 как 6. А что делает избикром? Он меняет 1986 на 1989, отправляет этот год рождения в МВД, логично МВД ему отвечает год рождения указан не верно.
