Первый сценарий - мобилизационный (СВО продолжается), второй сценарий - мирный (СВО заканчивается). Впервые за долгое время будет применено стратегическое планирование в этой сфере. Обновленный ДОСААФ должен стать именно тем, чем был ДОСААФ в советское время.
Курирует этот процесс замминистра обороны генерал Евкуров. Подготовкой стратегического плана развития внутри ДОСААФ занимается лично председатель ДОСААФ генерал Дворников.
