💢محمدرضا عارف، معاون اول رئیس‌جمهور، در جلسه‌ای با مدیران صنعت پالایش، بر اهمیت استفاده از فناوری‌های پیشرفته و جذب جوانان مستعد برای توسعه این صنعت تأکید کرد. وی گفت که در گذشته، شاگردان ممتاز دبیرستانی دانشگاه صنعت نفت را یکی از سه انتخاب اول خود می‌دانستند و امروز باید شرایطی فراهم شود که نخبگان دانشگاهی در این صنعت مشغول به کار شوند. عارف همچنین بر لزوم تکمیل طرح‌های نیمه‌تمام پالایشگاهی و توجه به مسائل زیست‌محیطی در توسعه این بخش تأکید کرد.

Pavel Durov, a billionaire who embraces an all-black wardrobe and is often compared to the character Neo from "the Matrix," funds Telegram through his personal wealth and debt financing. And despite being one of the world's most popular tech companies, Telegram reportedly has only about 30 employees who defer to Durov for most major decisions about the platform. Oleksandra Matviichuk, a Kyiv-based lawyer and head of the Center for Civil Liberties, called Durov’s position "very weak," and urged concrete improvements. "The argument from Telegram is, 'You should trust us because we tell you that we're trustworthy,'" Maréchal said. "It's really in the eye of the beholder whether that's something you want to buy into." Telegram has become more interventionist over time, and has steadily increased its efforts to shut down these accounts. But this has also meant that the company has also engaged with lawmakers more generally, although it maintains that it doesn’t do so willingly. For instance, in September 2021, Telegram reportedly blocked a chat bot in support of (Putin critic) Alexei Navalny during Russia’s most recent parliamentary elections. Pavel Durov was quoted at the time saying that the company was obliged to follow a “legitimate” law of the land. He added that as Apple and Google both follow the law, to violate it would give both platforms a reason to boot the messenger from its stores. Telegram was co-founded by Pavel and Nikolai Durov, the brothers who had previously created VKontakte. VK is Russia’s equivalent of Facebook, a social network used for public and private messaging, audio and video sharing as well as online gaming. In January, SimpleWeb reported that VK was Russia’s fourth most-visited website, after Yandex, YouTube and Google’s Russian-language homepage. In 2016, Forbes’ Michael Solomon described Pavel Durov (pictured, below) as the “Mark Zuckerberg of Russia.”
