А чтоб сие странное коррупциогенное действо не выглядело прямым подкупом, была придумана хитрая схема. Деньги дают каждому депутату, по миллиону якобы на развитие избирательного округа. И депутат подбирает исполнителя контракта (скажем по благоустройству) из числа своих друзей и приятелей - чтобы те не забыли депутатский карман. Во всяком случае так придуманную Кравчуком схему видят избиратели. Да уж, не очень красиво получилось. Деньги бюджетные тратят -выглядит как подкуп и "откаты". @khabarovskie
