False news often spreads via public groups, or chats, with potentially fatal effects. In the United States, Telegram's lower public profile has helped it mostly avoid high level scrutiny from Congress, but it has not gone unnoticed. Similarly, security researchers found a network of deepfake bots on the platform that were generating images of people submitted by users to create non-consensual imagery, some of which involved children. Telegram was founded in 2013 by two Russian brothers, Nikolai and Pavel Durov.
