Artem Kliuchnikov and his family fled Ukraine just days before the Russian invasion. In 2020, officials ordered Telegram to pay a fine of $18.5 million and hand back much of the cash that it had raised. Sebi said data, emails and other documents are being retrieved from the seized devices and detailed investigation is in progress. The regulator said it has been undertaking several campaigns to educate the investors to be vigilant while taking investment decisions based on stock tips. Oleksandra Matviichuk, a Kyiv-based lawyer and head of the Center for Civil Liberties, called Durov’s position "very weak," and urged concrete improvements.
