Как вы думаете, почему так? А все просто. Украина как название местности действительно существовала давно. Только вот жили там… страшно сказать… эти… самые… русские!) А ни о каких украинцах иностранные послы тогда не слышали, ибо их не существовало.
Ну, как сейчас на Дальнем Востоке и в Сибири живут, конечно, дальневосточники и сибиряки, но это отнюдь не национальности.
