А не пора ли как-то это отрегулировать? Например, подстанции обязать хоть каким-то зоозащитникам сообщать об оставлении животных? Ведь много случаев, когда и мертвого хозяина увозят, а собака остаётся на улице. И есть случаи, когда "скорая" увозит единственного хозяина из квартиры или из дома, оставляя запертыми или на цепи животных и не сообщая никому. Более того, случается, что из квартиры увозят труп, просто захлопнув дверь и оставив внутри животных. И не сообщают никому! Даже мер не надо, а просто судить таких за жестокое обращение - если не сообщили никуда о судьбе животного.
