ХТШ постановило, что запрещают создавать какой-либо оперативный штаб, группировку или отряд под предлогом сведения счетов, а для «военной работы» есть оперативный штаб «Явная победа» / «Аль-Фатх аль-Мубин» (штаб «И будьте стойкими» в ХТШ, видимо, демонстративно решили игнорировать).
