Пётр, не жалея сил и здоровья, честно и бескорыстно бьётся за счастье России, а окружающие его бояре сплошь все мздоимцы и казнокрады. Пётр с ними безжалостно расправляется, но не со всеми, некоторым воровство прощается, например, Меньшикову. Он же друг, да ещё вроде как для государства человек нужный.
Вот такой стиль управления государством. Воровать, конечно, нельзя. Но если друг, то можно.
