Nach Berichten der Washington Post, die jetzt von Politico bestätigt wurden, ist eine parteiübergreifende Gruppe von Kongressabgeordneten plötzlich besorgt über die Vorbereitung der Nation auf eine Katastrophe und sie bringen den Plan für den 28. Zusatzartikel Namens „Continuity Amendment“ (Verfassungszusatz für die Kontinuität der Regierung) auf den Weg. Die Protokolle über die Kontinuität der Regierung entziehen dem Kongress im Falle eines nationalen Notfalls die Macht und der Präsident muss sie in die Hände des Leiters von NORAD und NORTHCOM (derzeit General Gregory Guillot) legen.
