Соглашение подписали первый заместитель министра экономики Эльнур Алиев, заместитель министра цифрового развития и транспорта Рахман Гумматов, заместитель министра финансов Азер Байрамов, исполнительный директор BYD по Центральной Азии и Кавказу Чао Шуан, учредитель и генеральный исполнительный директор SARDA Group Рауф Халилов, директор ООО «Electrify Azerbaijan» и директор ООО «Azerbaijan Energy Automotive Factory» Тариэль Рустамов.
