Так, в этих чатах потенциальным жертвам предлагают проголосовать якобы в конкурсе за знакомого человека, аккаунт которого уже взломан, и размещают ссылку, отправляющая на фишинговый ресурс.
Большинство пользователей в таких чатах являются ботами, они создают иллюзию активности - рассказывают о том, что уже проголосовали. При этом сообщения, в которых выражаются сомнения в честности голосования, автоматически удаляются.

Telegram has acted to remove public channels affiliated with terrorism, but Pavel Durov reiterated that he had no business snooping on private conversations.
