Некоторые сравнивают теракт в Татарстане с событиями в Керчи в 2018 году. Возникает вопрос, почему такие трагедии повторяются? Где искать корень проблемы, чтобы вырвать его раз и навсегда? Очевидно, что охрана в школах эффективна, когда нужно не впустить ученика без сменной обуви, но защиты от реальных угроз она не дает.
