Telegram has become more interventionist over time, and has steadily increased its efforts to shut down these accounts. Meanwhile, the company which owns Telegram is registered in the British Virgin Islands. Perpetrators of such fraud use various marketing techniques to attract subscribers on their social media channels. Such instructions could actually endanger people — citizens receive air strike warnings via smartphone alerts. Oleksandra Matviichuk, a Kyiv-based lawyer and head of the Center for Civil Liberties, called Durov’s position "very weak," and urged concrete improvements.
