Предлагается арестовывать имущество граждан РФ, "ведущих за пределами России деятельность, направленную против ее интересов". Уточняется, что к такой деятельности относятся также "призывы к нарушению территориальной целостности" РФ и "основ ее конституционного строя". Законопроект внесен в Госдуму РФ госсоветом Татарстана.
В пояснительной записке говорится, что цель нововведения - "недопущение уклонения правонарушителей от административной ответственности" за правонарушение, совершенное за пределами РФ.
В апреле 2023 года этот законопроект уже вносили в Госдуму. В августе 2024-го документ поддержало правительство - но отправило его на доработку. Первоначально в документе говорилось лишь о том, чтобы штрафовать уехавших россиян по "политическим" статьям КоАП.
