Как установил суд, Степанов, являясь председателем правления банка, в 2018-2019 гг. выдал невозвратные кредиты в размере свыше 2 млрд рублей фиктивным организациям. Деньги не были возвращены, а в 2019 году у банка отозвали лицензию из-за нарушений закона в сфере противодействия отмыванию доходов, полученных преступным путем. После этого банк признали банкротом.
