С одной стороны, она оказывает давление на Киев, что ему нужно решить вопрос до 2025 года. Причем это хорошо совпадает с заявлениями Папы Римского о "Белом флаге". С другой, это повышает цену голоса Орбана и Венгии, если ЕС захочет в той или иной степени компенсировать роль Штатов.
