Сложившаяся рязанско-ростовско-калужская свита губернатора Любимова может только "решать вопросики" и "осваивать бюджетики", им совершенно нет дела до реальных проблем и нужд населения. Конфигурация "лебедь, рак и щука" только усугубляет ситуацию. Губернатор Любимов не в состоянии изменить эту конфигурацию и ситуацию, сколько бы "сигналов" ему не посылали. Может только "передвигать кровати".
Остаётся только одно - полное и тотальное обновление.
