Разлив мазута из-за крушения двух танкеров «Волгонефть» произошел еще 15 декабря. 25 декабря власти Кубани объявили режим ЧС регионального характера. До этого действовала ЧС муниципального уровня: 17 декабря этот режим ввели в Темрюкском и Анапском районах.
