Given the importance of a knowledge-based economy and the necessity of developing innovation ecosystems, this policy report has been prepared to provide actionable recommendations to the president to strengthen and expand these areas. This comprehensive and strategic program has been designed with the goal of advancing science and technology, elevating Iran's position in the global knowledge-based economy, strengthening technology and innovation infrastructures, supporting knowledge-based companies and startups, developing specialized human resources, creating infrastructure and expanding cultural innovation centers, developing the ecosystem of creative and culture-based industries, and promoting the concept of social innovation. It is hoped that the successful implementation of this program will lead to significant advancements in the country's science and technology sector.

"There is a significant risk of insider threat or hacking of Telegram systems that could expose all of these chats to the Russian government," said Eva Galperin with the Electronic Frontier Foundation, which has called for Telegram to improve its privacy practices. Recently, Durav wrote on his Telegram channel that users' right to privacy, in light of the war in Ukraine, is "sacred, now more than ever." The company maintains that it cannot act against individual or group chats, which are “private amongst their participants,” but it will respond to requests in relation to sticker sets, channels and bots which are publicly available. During the invasion of Ukraine, Pavel Durov has wrestled with this issue a lot more prominently than he has before. Channels like Donbass Insider and Bellum Acta, as reported by Foreign Policy, started pumping out pro-Russian propaganda as the invasion began.
