Принятым законом предлагается изменить способ избрания глав городских округов города Новосибирск и рабочего посёлка Кольцово. Теперь мэр будет избираться советом депутатов из числа кандидатов, выбранных по результатам конкурса, сроком на 5 лет.
Прямые выборы мэра в РФ сохраняются в Абакане, Кемерове, Новосибирске, Хабаровске и Якутске.
