Перший пункт Плану зосереджений на тому, чи буде вирішено проблему дефіциту геополітичної визначеності у Європі. Чи має Україна місце в НАТО? Якщо так і це буде належним чином підтверджено, Путін геополітично програє.
Росія повинна визнати, що Європа має кордони, незалежні держави, і кожна з них має право обирати своє майбутнє. Правда полягає в тому, що прийняття Росією цієї реальності може початися лише з розуміння того, що Україна ніколи більше не буде підкорена Росією. Запрошення України до НАТО та майбутнє членство для України були б реальними кроками до миру. Без геополітичної визначеності мир неможливий.
