🗣As of 1st of January 2025 new requirements are imposed on foreigners when purchasing a sim card in Russia

👉🏻Upon arriving to Russia, the following steps should be taken:
1. Contact a notary to make a notarized translation of the passport;
2. Within 7 days upon arrival make the address registration either at a hotel or in an apartment. Registration is processed either by hotel or the landlord;
3. Visit the bank to have your biometrics done at the Unified biometric system;
4. Register at Gosuslugi (Government services) website;
5. Visit Multifunctional center "My Documents" to obtain Social Security Card (SNILS) and verify your registration at Gosuslugi website;
6. Purchase a sim card at a mobile operator office;
7. Open bank account in the bank.

👉🏻Before 1st of July 2025 all foreigners that already have Russian phone number should confirm their identity with at the mobile operator office and should take the following steps:

1. Visit any office of your phone operator and provide the following information and documents:
— Passport original and notarized translation;
— Address registration;
— Social Security Card (SNILS);
— Verified account at Gosuslugi (Government services) website;
— Verified biometrics in Unified biometric system;
— Provide your IMEI – International Mobile Equipment Identity. To find out what is your IMEI you should type *#06# on your phone and push the call button after that you will receive a 15-digit code.

2. Sign new contract for services at the mobile operator office.
Such requirements are understandable as they are aimed at fighting against phone scammers, although they do create additional burden on foreigners.
