По мнению эстонских властей, РФ с помощью «молодёжной работы», образования, культуры, спорта, РПЦ и русского языка распространяет и «оправдывает свою политическую повестку, а участие иностранцев в пропагандистских мероприятиях придаёт им международный масштаб».
Детей пугают денежными штрафами, а также тюремным сроком вплоть до пяти лет за участие в олимпиадах.
