На этой ссылке у авторов текста закончились мозги. Потому что ссылка ведет на заключенный контракт по предпроектным и проектно-изыскательским работам. И именно работы по рисованию проекта оценивают в 448 лямов: это прямым текстом написано в закупке, которую авторы не удосужились прочитать.

И только после того, как проект (то есть пачка бумажек) будет готов, будет расчет в рублях и копейках: сколько будет стоить эта стройка. И уж точно она не обойдется в 448 лямов: за такие деньги на Сахалине даже детский садик уже не построить. В такое тупое вранье даже новолюди не поверят.

Мы ставим на 2 миллиарда. Часть даст регион, часть федералы по какому-нибудь нацпроекту, часть какой-нибудь бизнес-друг Сахалина из той же когорты, что и "Газпром". Ну или концессию опять зарядят.
