False news often spreads via public groups, or chats, with potentially fatal effects. The Dow Jones Industrial Average fell 230 points, or 0.7%. For the week, the Dow, S&P 500 and Nasdaq fell 2%, 2.9%, and 3.5%, respectively. "There is a significant risk of insider threat or hacking of Telegram systems that could expose all of these chats to the Russian government," said Eva Galperin with the Electronic Frontier Foundation, which has called for Telegram to improve its privacy practices. Telegram was founded in 2013 by two Russian brothers, Nikolai and Pavel Durov.
