Из смысла документа следует, что в некоторых регионах "перестарались" и запретили учиться в принципе всем женщинам всех возрастов.
Также отмечено, что девочки до 6 класса и их учительницы должны ходить на занятия и в школах, принадлежащих НПО. Как это коррелирует с запретом женщинам работать в НПО (а учительницы должны подпадать под эту категорию) - вопрос.
