Апелляция голосами 2-1 отказалась рассматривать это решение, указав, что временные обеспечительные меры нельзя оспаривать. Минюст с этим не согласен и просит Верховный суд ввести административное приостановление решения и затем его отменить. Чтобы приостановить действие решения нужно 5 голосов судей.
