Стороны также заключили меморандум о намерении установить на Мамаевом кургане памятный знак ленинградцам, оборонявшим Сталинград.

Meanwhile, the company which owns Telegram is registered in the British Virgin Islands. He floated the idea of restricting the use of Telegram in Ukraine and Russia, a suggestion that was met with fierce opposition from users. Shortly after, Durov backed off the idea.
