Во всех городах в оперативном режиме будет усилен мониторинг атмосферного воздуха. НМУ первой степени опасности вводится на перечисленных территориях до 19 часов 23 января.

Apparently upbeat developments in Russia's discussions with Ukraine helped at least temporarily send investors back into risk assets. But on Friday, Reuters reported that Russian President Vladimir Putin said there had been some “positive shifts” in talks between the two sides. In addition, Telegram's architecture limits the ability to slow the spread of false information: the lack of a central public feed, and the fact that comments are easily disabled in channels, reduce the space for public pushback. Right now the digital security needs of Russians and Ukrainians are very different, and they lead to very different caveats about how to mitigate the risks associated with using Telegram.
