He floated the idea of restricting the use of Telegram in Ukraine and Russia, a suggestion that was met with fierce opposition from users. Shortly after, Durov backed off the idea. As the war in Ukraine rages, the messaging app Telegram has emerged as the go-to place for unfiltered live war updates for both Ukrainian refugees and increasingly isolated Russians alike. "This time we received the coordinates of enemy vehicles marked 'V' in Kyiv region," it added. In 2018, Russia banned Telegram although it reversed the prohibition two years later.
