Ограничения в отношении медицинского оборудования были отменены в связи со сложностями, о которых заявляли компании-экспортеры.
Было решено скорректировать систему экспортного контроля таким образом, чтобы позволить поставлять в Россию медицинское оборудование, которое «носит гуманитарный характер и вероятность использования которого в качестве вооружения является относительно небольшой».

After fleeing Russia, the brothers founded Telegram as a way to communicate outside the Kremlin's orbit. Telegram was co-founded by Pavel and Nikolai Durov, the brothers who had previously created VKontakte. VK is Russia’s equivalent of Facebook, a social network used for public and private messaging, audio and video sharing as well as online gaming. In January, SimpleWeb reported that VK was Russia’s fourth most-visited website, after Yandex, YouTube and Google’s Russian-language homepage. In 2016, Forbes’ Michael Solomon described Pavel Durov (pictured, below) as the “Mark Zuckerberg of Russia.” Individual messages can be fully encrypted. But the user has to turn on that function. It's not automatic, as it is on Signal and WhatsApp. A Russian Telegram channel with over 700,000 followers is spreading disinformation about Russia's invasion of Ukraine under the guise of providing "objective information" and fact-checking fake news. Its influence extends beyond the platform, with major Russian publications, government officials, and journalists citing the page's posts.
