Усугубляет его текущий конфликт угольщиков (при поддержке Минэнерго РФ) и ОАО «РЖД» (при поддержке Минтранса РФ) по поводу квотирования угольных перевозок из регионов Сибири и Дальнего Востока. Угольные компании начинают больше надеяться на внутренний рынок, но для этого им важно, чтобы правительство поддерживало сжигание угля на электростанциях, что входит в противоречие с «Газпромом», которому тоже нужен внутренний рынок сбыта и, следовательно, строительство газовых, а не угольных энергоблоков.
