Ранее пост замглавы по экономике занимал Игорь Постнов. После смены власти в Челябинске с Постновымне стали заключать новый контракт, а новый мэр миллионника Алексей Лошкин предложил это место сослуживцу по МВД ДмитриюАгееву.
В правительстве Челябинской области Лошкин руководил ГКУ, а Агеев был его заместителем. После того, как Лошкин перешел на партийную работу в ЕР, Агеев возглавил ГКУ и проработал на этой должности девять лет.
